Snake River Update - Fall 2016
Shortly after our spring newsletter went to press, a warrant article passed at New Hampton Town Meeting that imposed additional requirements on the educational improvements planned for the Baird tract. Following the sentiments of the warrant article, the New Hampton Board of Selectmen revisited the environmental assessment of the property and hired an engineering firm to develop additional data on the site.
The assignment went to Right Angle Engineering, PLLC, of Grafton, NH where Erin Darrow, PE is the principal. Right Angle created a topographic plan, conducted wetlands delineation, obtained state approvals for locating access off Waukewan Road, and prepared a preliminary design. After the resignation of several Board members when the New Hampton Board of Selectmen did not reappoint Ralph Kirshner as Chairman of the Conservation Commission, Dr. Daniel Moore, PhD and Professor of Management and administrator with Plymouth State University, volunteered to be Chairman and was appointed. The New Hampton Conservation Commission has now reviewed and approved the preliminary plan for the Baird property. Dan is working with the Board of Selectmen to ensure town-wide representation and participation on the Conservation Commission. In June the NH Department of Environmental Services Aquatic Resources Mitigation fund made the final payment to New Hampton for acquisition of the Baird property. The New Hampshire Electric Cooperative Foundation grant, which was awarded to Windy Waters Conservancy and is now on account with the New Hampton Conservation Commission, stands at a balance of $7,000 with $3,000 expended to date. |
In the last newsletter, we reported that Don and Pat Bergeron filed an application to put wetlands on their residential property into current use. Upon review of that application, the New Hampton assessor concluded that there was a difference between wetlands as delineated in the survey and wetlands according to the definition for current use. The current use application was withdrawn until a corrected diagram of the current use wetlands can be prepared.
